Commercial boiler engineers and gas engineers are required anytime the gas carcus installation volume is calculated to be over 0.35m3 in volume of gas. Or where your rated gas input exceeds 70kw as the work must conform to IGEM up10 and bs6644, and are not covered on the domestic ACS course. 

Some times there may be two domestically sized boilers in the same room or flueing on the same wall, it is a rumour these can be worked on by a domestic engineer, however, these would require specific ventilation sizes inline with bs6644 which again is not covered in domestic qualifications, and Two-room sealed boiler terminals together need to be a certain distance away from openings according to IGEM up10, a commercial qualification. Additionally, and most importantly, a domestic meter won't provide enough gas volume to furnish 70KW input of appliances.
